PEAK, the operator of logistics and warehousing infrastructure, organised a round table discussion on increasing levels of coordination among transit developers in the region in 2012. Representatives of NC KTZ, Kaztransservice, MEC Transsystem, PEAK, TIC- Intertrans and other companies took part in the meeting.
The discussion centred on mid and long-term problems of development of container transport and terminal logistics in the Republic of Kazakhstan, with the participants in the meeting sharing their individual development plans.
One of the main limiting factors in developing the region’s transit potential and increasing the container cargo turnover is low through capacity of the existing Dostyk-Alashankoy rail road junction near the border with China. This is caused primarily by the shortage of fitting platforms on the broad-gauge Kazakh side. The processes related to development of the border operating in the framework of the Customs Union of Kazakhstan, Belarus and Russia were also discussed.
Aidos Dosumbekon, Head of TIC-Intertrans, said: “It is no secret that, due to cargo delays at Dostyk, transportation companies are being fined and clients are not getting their cargo in time. We are prepared to increase the turnover, but these delays diminish the economic viability of the operations.”
Mr Arkenov, Vice-President of Kaztransservice JSC, contributed: “The deficit of fitting platforms is estimated at 1500 units. In short and mid term perspective it will be covered by rent of the rolling equipment from the CIS countries and also by using semi-carriages for container transportation.”
Farkhad Zhaparov, Director of the PEAK container terminal, said: “As the owner of the biggest container terminal in Kazakhstan and being a logistics and warehousing operator, PEAK confirms its readiness to make a foundation for the container hub on its premises, using the proximity to the border to assist optimisation of the transportation processes and compensate for the lack of the border transport and logistics infrastructure. We will be glad to offer our partners creation of the consolidation point and receiving of the container trains from all destinations and to confirm PEAK’s intention to continue investment in the terminal infrastructure in order to increase effectiveness and cost reduction for our partners and for their end clients.”
In order to solve existing problems and develop the logistics market further, Vice-President of KazTransService JSC, Mr Arkenov, proposed to sign a Memorandum on cooperation to consolidate and coordinate the efforts of all market players.
Despite existing difficulties related to irregularity of supplies of the fitting platforms, the market players intend to continue in their efforts of developing the [transportation] business.
